The first year we moved into this house we had our septic system inspected and the guy specifically asked if we used Charmin after the inspection. He said it has higher cotton content than other toilet papers and doesn't break down as well. So you're looking at getting your septic pumped more often if you use it.

So it's not that it's not allowed. Just not recommended by the guys that do the pumping.
