Follow-up on this: the amateur draft doesn't have this detail in the documentation, but the 53-round initial draft does:

I mean, this all sounds *exactly* like the amateur draft screen. The 53-man draft screen also says "league scout" when you mouse-over. I'm strongly leaning toward it simply being incorrectly displayed for this one.
