It takes a lot of time to fairly judge a president. I voted for Nixon, not necessarily because of policy, but because of other reasons.
In 1975, Nixon would have won a poll like this in a landslide. Now many historians think he was a decent president. Ronnie is on a vast majorities top 10 list now. Up to 1996, historians voted him as low as the 25th ranked president of all time.
We won't know who was best/worst until long after we are all dead.
