Telling a kid to tough it out might be part of the advice you give to your own kid to deal with bullying, or it might be part of how some kids get through it. But it has no place in the official response of the adults put in charge of kids in a school. Part of the problems with our schools is that we've abdicated them to the kids. Schools, just like homes, should be a place where adults and children interact, and kids learn what being civil means. That requires adults being present and in charge, not that they leave it up to the kids to police themselves.
