Here's something else I'm not getting...the more you spend on scouting, the more accurate your scouts are supposed to be, right? Well, I just jumped from 19th in scouting spending to 3rd and kept it there for 2 years, and my scouting is still +/-8 on every player. I thought that number was supposed to change based on your scouting budget...?
