I believe you can do that using a template if I am understanding what you are asking for. (I am partially confused since this is a baseball mogul thread and you mention OOTP, so wasn't sure if you were saying you would like Baseball mogul to do this or OOTP to do this)..
Anyways in OOTP, you set the league up the way you want it, all of the various factors and such and then save it as a template.
Then run the league, and re-load the template and make the minor change you want and re-run it again, and so on so forth.
