If I'm reading it correctly, essentially it's like this:
Standard 6 hour pick time limit: 8am-10pm CT
If you're on the clock more than an hour prior to the cutoff (10pm), you have 1 hour when the clock starts in the morning to make your pick.
If you're on the clock less than an hour before the cutoff (or if the pick is made during the dead time [10:01pm-7:59am]) then you have 2 hours from when the clock starts in the morning.
So essentially the dead time counts as around 4 hours worth of clock time.
Sort of a check in last thing/first thing setup from what I'm seeing.
