You have to edit your shortcut target. Right click your shortcut or start menu icon and change the target to this: "C:\Program Files\Sports Interactive\Worldwide Soccer Manager 2008\wsm.exe"

The part in bold being the key difference. Then you should be able to pick windowed mode in preferences. From there you can manually resize the window to you liking.
