The Lions traded disgruntled defensive end James Hall to the Rams for a 5th rounder. James Hall led the Lions in sacks a few years. Apparently he had some sort of falling out with Millen and/or the coaching staff.
He's a good pick-up for the Rams and, since the Lions were going to cut him anyway, getting a 5th rounder isn't bad.
