Well in real life he made his MLB debut with 17. In OOTP the draft is held in mid season by default, containing players that debuted in the next season in real life. You can prevent something like this to happen when you set the draft in the offseason, but I personally like the possibility of a player having his debut a bit earlier than in reality.
