Probably from over at NCAA Utopia (hxxp://www.utopiafootball.com/forums/) where, IIRC, you limit yourself to X number of 5 stars, 4 stars, etc, based on what prestige level your team is at. There may be geographical limitations, too. I don't remember anymore.
