(Highly paraphrased / only conceptually accurate description)

By staring at something for a bit, the rods/cones (one set of things processes color, the other B/W, I forget which) at the back of your eye habituate to the strength of color they're seeing. So when you switch your gaze to a perfectly contrasted background (black to white), the rods/cones have to "warm up" temporarily from the color-saturated background and image to the white background. So there's a bit of residual color in your vision for a couple seconds.

I HATE bridges and tunnels to a lesser extent. But yes, when I saw that picture, the first thing I thought was, "Nope".
