I believe that its simply one dancer, mirrored for the gif, and the creatures were added later...so basically just one dancer originally, which could be anywhere.

Well, that doesn't mean the dancer isn't a clue. It's pretty likely she's from whatever country that was filmed in, unless it was some huge internationally watched event. Anyone think this is from a Super Bowl halftime show? :D
