it doesn't really matter when he does it, it is symbolic and got some prisoners (probably quite a few nonviolent, political ones) freed. Obama did it, and Trump undid it. No matter who the R is going to be in the office will undo it, because their supporters (like the Jons of the world) think that Cuba is some existential evil, when in fact we do business with much worse.
Of course it will hurt any generic "D" chances in an election, but it does not really move the needle. No R is going to change their vote because Joe Biden called Cuba evil and kept a symbolic ban. |
